R. A. Mercer & Co. was originally formed as a partnership between Raymond Mercer and Kenneth Webdale in July of 1973 with offices in the Ellicott Square Building. Within a year's time a third partner, Robert Irwin, joined the firm and thus the firm's presence in the southern tier was established. In the aftermath of flooding from 1971 Hurricane Agnes, federal aid poured into the areas affected and the firm began providing grant auditing services required by federal agencies.By 1986, when the Single Audit Act was enacted, the firm had several years of federal grant auditing experience.
